WARREN — A Warren man has been jailed without bond in the fatal shooting of Damien Michael Williams on Tuesday night in a home on the northwest side of the city. Serroyan Jubar Couto, 19, of Perkins Drive NW, was arraigned in Warren Municipal Court on a homicide charge in the death of Williams, who suffered a gunshot wound to the head.
