Howland trustees approve second tax abatement with Kimberly-Clark
HOWLAND — Consumer paper products company Kimberly-Clark looks to grow in Trumbull County as township trustees approved another agreement with the company.
At their Wednesday meeting, they authorized an enterprise zone agreement between the Trumbull County commissioners and the Texas-based company to construct a 591,661 square-foot distribution center on Pine Avenue.
The project is an estimated capital investment of $136 million to $166 million and will create 65 new full-time and permanent jobs — with an estimated $5 million in payroll within three years of construction commencing.
The agreement comes with another 10-year, 60% property tax abatement, which township Administrator James Pantalone on Thursday said will apply to phase two of construction on the property.
“If you recall several months ago, the county and the townships approved the same, similar, exact same language request from Kimberly-Clark for a 60% tax abatement on phase one,” Pantalone said. “Phase one was actually proposed down the road, but things are moving very well with construction. The weather is cooperating, so they’re starting phase two already.”
Pantalone said the new tax abatement will need to be approved through Warren Township, too, and it will go back to the county commissioners for their final say.
Pantalone said Kimberly-Clark officials are hopeful that the second phase starts within the next month or so and aim to have it completed by December 2027.
“It could move quicker; they’re moving very fast,” Pantalone said.
Tom Williamson, Kimberly-Clark’s director of capital projects, thanked trustees for considering the company’s request.
