Warren man pleads not guilty to child endangerment, animal cruelty

WARREN — A Warren man accused of endangering a child who suffered a gunshot wound to the finger, neglecting several dogs and possessing Xanax pills pleaded not guilty Friday to the charges against him in Warren Municipal Court.

Nirell Devon Frank, 23, of Comstock Street NW, was arraigned before Judge Patty Knepp on one count of child endangering, a third-degree felony, five counts of cruelty to companion animals, second-degree misdemeanors, and one count of possession of drugs, a fifth-degree felony. A public defender was assigned to represent him.

Knepp set Frank’s bond at $50,000 cash or surety, citing him as a risk of serious harm to others based on the charges. As conditions of bond, Frank is prohibited from contacting the minor child involved and from owning, harboring or possessing any animals.

The case stems from an incident Thursday afternoon when Warren police were dispatched to St. Joseph Warren Hospital after a child arrived with a gunshot wound to the middle finger of his left hand, a police report states. The injury was described as resulting from a child playing with a handgun at a residence in the 1000 block of Prospect Avenue NW.

During the investigation, officers discovered five neglected dogs at the home, leading to the animal cruelty charges. Police also seized 20 Xanax 2mg pills and an Apple iPhone from Frank at the hospital, the report states. His vehicle was towed and impounded. Frank was arrested Thursday evening and booked into the Trumbull County jail.
