Trumbull earns Ohio START Certification
WARREN — Trumbull County Children Services has received Ohio START (Sobriety, Treatment and Reducing Trauma) certification, becoming the seventh county in Ohio and the 11th nationwide to achieve this status, state officials announced Wednesday.
The program integrates child welfare services with behavioral health treatment and peer mentorship to support families affected by substance use disorders.
Trumbull County joined the Ohio START program in March 2019 as part of its second cohort.
The county has since developed a team of child welfare professionals, behavioral health providers, family peer mentors, and court partners to deliver services aimed at promoting recovery and family stability. Certification confirms the county has implemented the START model according to state standards and established sustainable practices.
Several Trumbull County team members were recognized for their contributions. Kim Ruble, supervisor of recovery services, was named the 2025 Ohio START Supervisor of the Year.
In 2024, Angela Cochran received the Ohio START Caseworker of the Year award.
Jennifer Barbera was honored as the 2023 Family of the Year for reuniting with her daughter after overcoming challenges, including substance use and foster care, and now serves as a START Family Peer Mentor.
