WHAT: County commissioners meeting Wednesday

PRESENT: Dan Polivka, Frank Fuda and Mauro Cantalemessa


• Approved the transfer of Noah Gilger from the position of laborer to TV inspector / grouting assistant technician with the Sanitary Engineers Department, effective Monday;

• Approved the sale of one 2000 Etnyre Tar Buggy for $23,500;

• Granted right-of-way permits to CHC Consulting for AT&T for Addison Road in order to install a 4-inch conduit from a utility pole east of state Route 82 in Brookfield to Lutz Farms, 5212 Kibler Toot Road, Warren, to work on South Leavitt Road in order to install one conduit for a driveway, located approximately .63 miles south of Risher Road in Warren Township;

• Approved fleet permits for vehicles to transport aggregate, concrete, construction goods and other materials not to exceed 80,000 pounds to Hauser Serivices, P.O. Box 1161, Middlefield, and Crooked River Aggregates, 3119 Highland Drive, Silver Lake;

• Designated Christine Glenn as the representative attendee of meetings of the Trumbull County Family and Children First Council on behalf of Cantalamessa;

• Awarded Kirila Contractors, Inc. of Brookfield the contract for the Liberty Township Street Improvement Project for $252,591 to be paid from the Critical Infrastructure Fund. Other higher bids for the contract include R.T. Vernal Paving & Excavating, Inc. at $274,657 and Utility Contracting, Inc. at $300,921;

• Approved Hill, Barth and King, LLC of Canfield, to perform accounting services for the State of Ohio Development Service Agency Community Development Block Grant (CDBG), HOME and other open grant programs with the State of Ohio Environmental Protection Agency, the Department of Defense and the Ohio Department of Transportation, effective May 1, 2019 through April 30, 2020, with compensation not to exceed $700 per month for a total of $8,400. Hill Barth and King was the lowest proposal for accounting in 2001 and has kept financial records for the county’s grant and loan programs since;

• Approved the following projects under the 2019 CDBG Community Development allocation of $578,000: Brookfield Township Street Improvements, $50,000; Blueprint to Prosperity Waterline LMI Household Connections Project / Water Facility Improvements, $107,500; and Trumbull County Fair Housing and Administration, $115,600;

• Approved the Flood and Drainage Facility, Hilda Drive SE and Draper Street SE, Howland Township projects in the amount of $500,000 through the 2019 CDGB Critical Infrastructure Grant Program;

• Approved street improvements, sidewalk improvements, parks and recreations facilities, flood and drainage facilities, and administration as projects through the 2019 CDGB Neighborhood Revitalization Grant Program.
