WARREN -- City Council has passed emergency legislation giving its approval for the city administration to enter into a preliminary five-year agreement with JAC Management Group LLC to take over operations of Packard Music Hall.
Third Ward Councilman John Brown said Wednesday that council voted 9-0 to have the firm handle all management and operations with a plan to decrease the subsidy the city pays to operate the hall.
Councilwoman Helen Rucker was absent from the meeting.
Mayor Doug Franklin said the agreement is a "preliminary one with certain details to still be worked out and then finalized."
