WARREN -- Another member of the troubled Western Reserve Port Authority board has resigned.
Scott Lynn, the board's former chairman, is leaving May 21. Commissioners in Trumbull County, who in January reappointed Lynn, are expected to accept his resignation when they meet Thursday.
Lynn is the second defection from the board. Richard Schiraldi, a Mahoning County appointee, also left recently.
There is consideration among commissioners in Trumbull and Mahoning counties, who each make four appointments to the board, of dissolving the port authority, which is being called "dysfunctional."
