YOUNGSTOWN - An attempt to create a union at the Vallourec Star pipe mill in Youngstown failed this morning by a more than 2 to 1 margin.

An official with the National Labor Relations Board said moments ago votes in favor of the union were 148. Votes against the move were 367. A total of 531 hourly workers were eligible to vote over the three-day election.

The sides have seven days to file objections to the election.
