Mon 12:59 p.m.: Brown introduces cell phone legislation

YOUNGSTOWN - Legislation that's been introduced by U.S. Sen. Sherrod Brown would make it a federal crime to tamper with the identity numbers and memory cards of cell phones.

Brown, a Democrat, was in Youngstown at the police department today to announce his proposal, which he said federalizes cell phone altering to side step a database that allows stolen cell phones to be fully deactivated.

The identity numbers also allow police to track a stolen phone.

The bill puts into place a maximum penalty of five years in prison.
