Overgrown lawns scattered with junk can depreciate the value of surrounding houses and affect the health of nearby residents. Zoning regulations in local communities give neighbors a way to file nuisance complaints.

"I bet that house would be condemned. All anyone has to do is just drive by and see it. I'm not lying." said Marilyn Smith of the neighbor's house in Cortland.

She's been to city council to file her complaint, and police are monitoring cleanup progress.

In Youngstown, a man who says he's working against the odds to bring his property up to regulation says he's seized with fear that he'll be arrested any day because of zoning.
