McDonald board member cited in crash

Tribune Chronicle
POSTED: November 28, 2009

MCDONALD - A man elected to the McDonald Board of Education was charged with operating a vehicle while intoxicated after a car struck a telephone pole Thanksgiving afternoon.

According to a police report, Jack J. Dugan Jr., 57, of 754 Oregon Ave., was charged with leaving the scene of an accident, failure to control, and operating a vehicle while under the influence of alcohol.

Dugan was elected to the McDonald school board in November with about 34 percent of the vote. Three candidates ran for two open seats, with incumbent Catherine M. Harvey being re-elected and incumbent Robert Jones Jr. losing. Dugan's term begins in January.

A message was left at Dugan's home and at the school administration office seeking comment.

Police said a white Pontiac struck a telephone pole at 703 Oregon Ave., then left. The car was found parked in a driveway on Florida Avenue.

The car had heavy front-end damage and the windshield was pushed out from where the driver's head hit it, police said. Dugan was standing by the door with a paper towel held to his head that was soaked in blood, the report states. Dugan was transported to St. Elizabeth Health Center for evaluation

Dugan is scheduled to appear in Niles Municipal Court at 8:45 a.m. Tuesday on the charges.

He was charged with operating a vehicle while intoxicated, leaving the scene, and failure to control. He damaged state property and somebody's front yard.If he refused a breathalyzer, now his license is surrendered and he can't drive. He can't get priviledges until later. He endangered other drivers by driving after having his head bloodied from hitting his windshield.

Seriously, he needs to resign. This is setting a horrible example for children. Just because you all are friends with him does not make this incident right. What if he hit a pedestrian or another car? Would you be playing it off so easily? I think not... Drunk driving is drunk driving...

What part of not leaving the scene don't you understand? The vehicle does not get moved at all.

The Tribune and/or its sources should be ashamed of themself...This article is full of misleading information. Did anyone mention that the mystery driveway that the car was "found parked in" was his daughters home a few driveways down from the accident? Where was he supposed to go...a strangers home when her home was right there? I hardly find this to be "leaving the scene of an accident". And what did the percentage of votes he received have anything to do with this incident? I guess the writer needed to fill up space!! Noone is saying he should not be held responsible for whatever the facts proove to be...but dont rush to judgement without knowing the facts, or sensationalize this by turning it into a political forum...

There are some people on here commenting about a person and circumstance they know nothing about..they are merely synical "Tribune comment groupies" who have nothing better to do than follow Tribune articles and give their uneducated opinion. It's obvious they know nothing about Jack Dugan and never met him...(Oldmangrump (fitting name) and Linyc to name a few)..Just check out the article about Tiger Woods, you'll find these 2 making similiar comments. I just hope they or their families never make a mistake....they might find themselves on here with total strangers saying unfactual and stupid comments about them....

He knew he did something wrong and tried to hide it.He knew it was wrong, but did it anyway. Maybe he's a good person, but doesn't think the laws apply to him.He already thinks like a true politician.

Jack Dugan is a man who has worked hard his entire life and who prides himself on character. I have known him for a long time and he is someone that I have looked up to. He is a friend to many people and he is always the first person to ask if you need help. When he offers you help, you take it without a second thought, but he when asks for your support you turn the other cheek. He has been nothing but a service to this town and all of you disgust me. I would be proud to have my children look up to him

Leave it to the newspaper to blow something like this up into "BOARD MEMBER CITED IN CRASH". As they say, "good things happen to bad people" and in this case that is EXACTLY true. I have known Jack Dugan all of my life and he is the kindest, warmest and most generous person I have ever met. Leave it to people in McDonald to judge an amazing person like this by what they hear in a misleading newspaper article. It is important to know the facts first-hand before passing judgement about someone. I'm sure that none of you have ever had a few drinks and thought it was okay to drive. Everyone makes mistakes and sometimes our judgement isn't always the best. Either way, this incident does not in ANY way demolish Jack Dugan's character- the one that we elected onto our school board. He is intelligent, a wonderful example to our youth, and will make the change that McDonald needs.

Do we even know the real story? I have known Jack Dugan for my entire life. He is a great man with great character and would give anyone in the community of McDonald the shirt off of his back. As far as a role model for our children, he is exactly that. This article is a suprising one. I am sure that we are missing alot of the facts.

... NOW you people want to ask for accountability? Mike O'Brien - the quintessential town drunk - took up space on Village Council for how many years... Dugan has one lapse in judgment and you're calling for his head on a platter. What a shining example of hypocrisy. I'm a little more glad every day that I got the*****out of McDonald. What a pitiful excuse of a town.

dui is not a crime against the school board..let him pay his dues, where it is due.In the court..Handala,you need to read,re-read and try to digest the definition of murder as written by any states revised code. Bet this guy would not be geting the extra pounding if he was some union mill hunk that whacked a utility pole? Cheap and unessisary shot Trib.

He absolutely needs to resign before he even got started. The community needs to demand his steeping down and not take that position. This is the problem. We need better examples in our communities. Our kids watch what we do and we have really lowered the integrity bar. His behavior is completely unacceptable.

Well, aren't we the forgiving type. After all, he was just a little drunk.

Drunk enough to hit a pole and lucky enough not to hit a pedestrian.

Since he was lucky enough not to hit anyone and since he's a responsible(?) member of a school-board, I'm sure the courts will be more than happy to plead this down to something more palatable to the citizens of McDonald.

McDonald sure has been in the news alot lately. And just to mention, Dugan did not get my vote. Bobby Jone's is a better human being than Dugan could ever be...

Just another drunk Democrooked politician. He should resign his office before he even starts. Thank God no one was killed. He'll end up pleading down to failure to control after his high priced lawyer gets a deal for him, and go on his merry way as McDonald School Board Member. Great example for the youth of McDonald.

Bigger deal than warranted? That's a typical American comment. Where does responsibility begin and end?.

What if a family member of yours was killed because the driver hit your family car and not pole or drove up on McDonald's sidewalk and hit a jogger or a child riding a bike?

Driving while distracted should be a crime more severely punished. Alcohol, cell phones, texting, shaving, makeup, talking with others, looking at the babe walking down the sidewalk, not paying attention, eating, etc., need to be curtailed or many more of us will be hurt. Also if you kill or hurt a person with a car the punishment should be the same as shooting someone with a gun. Citizens need to realize there is a responsibility connected with driving. If you don;t want to take responsibility for yourself and your car then you should be made to take responsibility for other citizens.

Yes this is a big deal but being a board member elect has nothing to do with the story but sell newspapers.
