Port Authority hire to spur development
By RON SELAK JR. / Tribune ChronicleVIENNA - The vice president of strategic development for the Cleveland-Cuyahoga County Port Authority has been chosen by the Western Reserve Port Authority to be its champion of economic development in Trumbull and Mahoning counties.
Wednesday's hire of Rose Ann DeLeon, who one Port Authority board member said was ''the best of the best'' of the candidates, ends nearly two years of planning and seven months of searching on an initiative that's being called the most aggressive and wide reaching economic development plan in the history of the Mahoning Valley.
''She knows every tool in the toolbox, and we're hoping she can put them together to help our valley, contribute to our economic comeback,'' Port Authority board Chairman John Masternick said.
He points toward her involvement in developing the Rock and Roll Hall of Fame and Museum and DeLeon's knowledge surrounding the different abilities available to port authorities, including public finance and the issuing of bonds.
''All of the candidates were outstanding, but she was the best of the best,'' Masternick said.
DeLeon will earn $155,00 a year, plus benefits, and is expected to begin before the end of the year. She will be the executive director of the Western Reserve Port Authority.
Although Masternick is giving DeLeon time to get her feet wet locally before plunging in the deep end, Paul Heltzel, Trumbull County commissioner, said her impact could be felt immediately as V&M Star Steel considers nearly a $ 1 billion expansion proposal in Girard and Youngstown.
''The timing is pretty amazing as far as one of the biggest opportunities we've had and that's V&M,'' Heltzel said. ''They want to do some things with the Port Authority. She's the A-No. 1 person to get involved with that.''
Heltzel and Masternick were part of a committee that interviewed four final candidates presented by the Chicago-based headhunting firm of Heidrick and Struggles. The committee recommended DeLeon to the Port Authority board.
Masternick said what attracted the committee was DeLeon's track record in Cleveland, including what Heltzel said was her involvement in the Cleveland port's development activities and passage of a port authority operating levy.
''We're elated we found that she's interested in coming here,'' Masternick said. ''We don't think we could have found a better pick.''
U.S. Rep. Timothy J. Ryan, who began pushing the idea in early 2008, said he's thrilled with DeLeon's hire.
''This is one of the most collaborative economic development initiatives in this Valley's history - two counties, three cities, one township, the building trades and the port are all coming together to push our community toward economic advancement,'' Ryan, D-Niles, said.
''Great communities find ways to address their problems together - this formation of a professional staff at the WRPA will allow the port to promote and utilize its powerful economic development tools and resources to attract and land new businesses that will help the region grow as a whole.''
Trumbull and Mahoning counties along with other communities and the Western Reserve Building Trades Council have committed money to fund the position. So far, about $400,000 has been pooled.

OnlyMe - Not doubting the credentials, just asking why the actual compensation of the position should be tied to tangeble gain? I would like to know what the actual requirements of the position are and what are the consequences if the goals are not met. Will we be in the same place a year from now with no new business and 155k poorer in the county / region?

A MBA is not needed for this job, Just a person this good ideas.Route 11 is the key to recover,from Stubenville to Ashtabula.Partnership with South-east and north east Ohio. The airport is the key.

How many times has this happened? Mahoning/Trumbull need to combine with Ashtabula County and control NEO. We have Rt 11 that connects all.This would give some highlight to Regional Airport.This is the key to recovery.

Good point, but there are so many cases of empty promises and big paychecks that I guess it has soured us to thinking someone may actually be worth their money.She's worth it if she bring a progressive economic program to the area.Entrepreneurs,technology,communications. We have room for just about anything,but after the fiasco with V/M,our local loco politicians better be ready to go when the time comes.

(Note to self: What are you doing? This is SUCH a mistake. Bringing LOGIC into this conversation? Dumb, OnlyMe, REALLY dumb!) This woman has an MBA and 16 years' experience (at least) with another port-authority type organization. To get someone with those qualifications to relocate to this depressing area (depressing in the way people think) takes money. It takes LOTS of money. People aren't coming here just to be nice to the Chamber. They have to have INCENTIVE. And unfortunately, you have to fill this position from outside the area--nobody in either county has this level of experience. Flame away...I can take it.

Eastsider1, the idea required somebody to actually do something. So, that was the end of that. I believe that the green energy idea was a great idea. I'm personally building my own windmill in my garage right now. If I can use it to only create enough energy to operate my blower on my furnace it would save me a great deal of money. It is sad to say that to many of our government employees have no accountability and no idea to get ideas in motion. Most do not even know how to right a grant for stimulus funds that help such an idea get off the ground.

Does anyone remember the Trib article from last January about the Trumbull County Planning Commission starting to study, and opening the door to exploring the possibility of Solar, Wind, Hydro and other alternative methods of power, not just to use but also as a tool for Economic Development? Whatever happened to that little "gem" of bringing in growth?

She also gets to travel anywhere because she will also have an expense account. All she has to do is ask one person if they are interested in moving their business to Trumbull County-tax write-off and expense account.

What about tieing the salary of these public servents/officials to to the actual economic performance of the department and area they are in. For that 155k salary I think it would fair to expect the economy to have about a tenfold increase of 1.5 mil to justify itself.
