50 more homes to be torn down in Warren

WARREN - The city has awarded a demolition contract for 50 more houses that will be torn down under the city's Neighborhood Stabilization Program.

Holton Inc. of Lordstown was awarded a $132,500 contract last week, which is $2,650 per house. The contract includes demolition, grading and seeding.

Mayor Michael O'Brien said four bids were received, with Holton submitting the lowest bid. The Lordstown company also was awarded the contract for the first round of 30 demolitions last month.

That contract was for $75,000, which was $2,500 per house. O'Brien said that five years ago, the lowest bids were $4,300, so the current price still is comparatively low.

He also said the company has been contacted by residents who want other homes torn down and Holton is doing those demolitions for the same price.

"So not only are we getting several hundred houses torn down with the NSP funds, but private citizens have stepped up to have others torn down as well," O'Brien said.

The first round of demolitions included nine on the southwest side, nine on the northwest side, 10 on the southeast side and two on the northeast side. Of those, nine have been demolished with a 10th at 329 Atlantic St. N.W. slated for the wrecking ball today.

O'Brien said bid packages are being put together for another 30 homes.

The following 50 houses are included in the second and third rounds of NSP demolitions, according to a list provided by O'Brien's office:

- SOUTHWEST SIDE - 180 Austin Ave., 1896 Ferndale Ave., 242 First St., 279 Fourth St., 493 Fourth St., 2246 Hamilton St., 518 Highland Ave., 752 Highland Ave., 967 Highland Ave., 1222-1228 Main Ave., 647 Oak Circle, 844 Palmyra Road, 1729 Palmyra Road, 363 Parkman Road, 740 Third St., 828 Third St., 785 Tod Ave., 454 White Court, and 719 Maple St.

- NORTHWEST SIDE - 261 Austin Ave., 956 Garden St., 185-187 Haymaker Ave., 1655 McMyler St., 250 Atlantic St., 155-157 Atlantic St., 377 Belmont Ave., 406 Federal St., 207 Forest St., 674 Hall St., 1721 Ogden Ave., 730 Prospect Ave., 848 Prospect Ave., 406 Summit St., 1469 West Ave., 235 York Ave. and 407 York Ave.

- SOUTHEAST SIDE - 537 Belvedere Ave., 1505 Belvedere Ave., 2765 Brier St., 2149 Burton St. and 2068 Milton St.

- NORTHEAST SIDE - 427 Atlantic St., 776 Atlantic St., 667 Olive Ave., 680 Vine Ave. and 621 Washington St.

- CENTRAL BUSINESS - 1714 W. Market St., 1804 W. Market St., 2123 W. Market St. and 1426 W. Market St.

Warren received a $2.1 million NSP allocation through the Ohio Department of Development. The city plans to demolish between 250 and 300 homes with a portion of its NSP grant, which requires some of the funding to be used for redevelopment.

And just remember this, folks. A large portion of those who own and live in their own homes in the city are people over the age of 60...And what's going to happen to their properties once they start dying off?

IF you think they is an issue NOW with out-of-state landlords and low-income/section 8-type renters, wait until you see what happens in 20 years!

RaiderAlum --That was actually discussed by the Poggemeyer folks late in the Spring during their presentation made at Harding. And since the city paid them 180,000 for advice and consultation like that, I am positive a program like this will be instituted!

hey, you guys forgot about the first house on the right after you turn west off N. Park onto Maryland NW. Nothing but trouble from that rental. Best tag it so the elders on the Street can have some peace.

Where have ALL the people gone that moved out of these houses anyway? This problem didn't happen overnite & ain't goin' away overnite. Don't think for one minute that these renters didnt do some serious damage on their way. out!!!!

I agree with many of these comments all the low income apartment complexes in Warren need to be torn down. These are always the high crime areas in many different cities including ours. Time to eliminate all low-income housing in Warren and all Rental properties. Own your home or get out.

Warren is dying, no, dead! Do I have the answers - no, and I don't think anyone does. It's really sad, but I don't see any politicians trying to bring employers to the city, and absent that, revenues will continue to decline and safety forces will continue to be eliminated. Possibly employers will be unwilling to locate in Warren because of the dominant union presence. So sad.

This story has good news and bad.

The good news: 50 more dilapidated, boarded up homes to be torn down in Warren.

The bad news: Only 15 of them are vacant.

Offer these adjacent empty lots to the next door neighbors for $1 and a property tax abatement on the empty lot until they sell the house they are living in. They will then be responsible for the upkeep on the property and enjoy a larger yard if they wish.

The $1 will be more than they will ever collected from these deadbeat landlords or bankrupt homeowners.

When applying for a permit, for the rental property I own, I was told that 60% of the homes in Warren are rental properties. In addition, I was informed that many of the landlords live out of state and locating them was a problem. It seems funny to me that the city knows where to send the tax bill.

I contacted Bob Dean and asked him why a lot of these homes are in such deployable condition. In addition, I specifically wanted to know why the city council will not pass an ordinance to have the landlord either bring the property up to code or be responsible to have it torn down!

I lived in Houston, Texas and as Bob Dean knows there is a law on the books that a building cannot be vacate for more than six months or it can be torn down by the city. (To my understanding the landlord gets the bill for demolition.)

In my opinion city council need to fix this problem. I tired of excuses. I wonder how many council people would be on council if it wasn’t for the benefits.

Line up the bulldozers down West market and just start leveling..every house along West Market from Parkman road into leavittsburg needs torn down...than turn them around and head up Parkman Road until you reach Summit..Sad that Warren has become the Craphole of Trumbull County. Run by Mayor Craphole, Director Craphole, and Chief Craphole.

OutsideTheBox, the answer to your post is with Federal money comes Federal guidelines which state you cannot tear down more than 2 houses on the same street within an 18 month period, this information is contained in the NSP legislation and was passed out at the public meeting held last winter at Kent State Trumbull, You should of attened it.

Does anyone know if the designation of the very, VERY large area surrounding the square into an "Entertainment District", about 10-15 years ago is an issue?

I never figured out why the city wanted to designate such a large portion of Warren as an "Entertainment District".

Warren is a vacant home and needs to be torn down and rebuilt.The unions have been under attack and contracts broken concessions given.Give backs!!! down south there are few unions.

This is a very sad but necessary thing to do. It is a perfect example of no leadership in our community. These homes could have been kept up but no - we wait until they start to fall down then we have no choice but to remove them.

Another reason to get our current political clowns out of office and hire a professional city manager to turn this process around!

It is so nice to see that the Mayor has the residents best interest at hand on this one...Gotta love a Mayor,that is willing to work hard in saving his people money,'while tearing down their city.'...and as one of the Drones asked in another article today,'Is this Holten outfit of Lordstown a union operator w/union laborers?'...Remember,as some of you think,'Unions built Warren,Unions should be the ones to get credit and overpaid for tearing it down.'

This is just a drop in the bicket of homes that need torn down. 50% of the homes in Warren need to go away. That will never happen though. Without many new jobs, redevelopment is needed for what?
