Mayors back legislation on sex offenders

WARREN - Mayors in the two largest Trumbull County cities are backing legislation calling for increased scrutiny of violent sex offenders on the verge of being released from prison.

Both Mayors Michael O'Brien in Warren and Ralph Infante in Niles say they agree with the view of County Prosecutor Dennis Watkins, who asked both mayors to write to Gov. Ted Strickland, urging the passage of what's known now as Senate Bill 67.

Watkins found out about the proposal while preparing a successful challenge to a Warren sexual predator, who was preparing to be released from prison and live with his brother, who also happens to be a sex offender recently released from a prison in Georgia.

Watkins and the legislation call for a civil commitment proceeding that could keep violent offenders in treatment centers or halfway houses even after their formal release from prison.

''The new law adds flexibility into the criteria of releasing violent sex offenders in society. It includes possible detention, treatment or GPS tracking. It gives the (Ohio) Department of Health some control,'' Watkins said. ''Ohio would be the 20th state to adopt this type of law, and the other 19 states some considered conservative and some liberal.''

The new law challenges prosecutors to use a clear and convincing burden of proof and results of tests by experts to persuade state officials that a violent sex offender is likely to attack again.

''It's nothing more than a common-sense approach,'' Wat-kins said.

''I'm in favor of it. We get calls at city hall from time to time and refer them to a Web site that tracks sex offenders. It's important that we have treatment for these inmates, some of whom shouldn't be released at the time,'' O'Brien said.

''The protection of our children in Ohio must be our top priority to insure their safety,'' O'Brien told the governor in his letter.

Infante meanwhile has already contacted parole officers to check on their clients after calls to his city hall. I have to applaud Dennis (Watkins) for keeping on top of this. We jumped on the chance to support this. We need quick passage,'' Infante said.

When he wrote to Strickland, Infante pointed out that there are 40 sex offenders registered in Niles alone. ''As a father, grandfather and mayor, this is a great concern of mine and for any parent living in the city,'' the letter stated.

The Ohio Parole Board eventually denied parole for Juan Wade, who won't get a chance at parole until 2011.

Assistant county prosecutor Diane Barber addressed the board in Columbus.

Wade has admitted turning down any kind of treatment while confined to Lorain Correctional Institution.

Watkins pushed for the hearing after the Department of Rehabilitation and Corrections' approved a placement plan that had Wade living with his brother Willie Wade in Warren.

Willie Wade received a 45-year prison sentence in Georgia and was recently released.

Juan Wade has served 23 years of a 7-to-25-year sentence handed down July 30, 1986, after he pleaded guilty to three counts of rape involving two girls and a boy.

The original indictment against Wade involved seven counts and attacks on five victims between the ages of 3 and 7.

Mental health experts who examined Wade in prison labeled him a high risk to offend in the future.

Hey,SO-Do you feel like more of a criminal now or before you went to prison? If you got caught peeing,that su.. but if you did a kid or raped somebody,you got out too early.

let me tell you from a SO's point of veiw.for you slow people that is a sex offender.I HAVE SPENT 3YRS AND SEVERAL MONTHS IN PRISON FOR VIOLATING THIS STATES SEX OFFENDER LAWS.SO ALL YOU SO CALLED PROPER MEMBERS OF SOCIETY WHO SAY THE SHERIFF'S DEPT. it *****,but even criminals have rights, and once they pay their debt to society they get released. (debt being the time the judge handed down) so in a way we do need stronger laws, laws that state an automatic amount of time like with hand guns, example if they rape someone should be like an automatice 25 or more.

i agree that not all sex offenders are violent. i went to high school with a boy who slept with a 16 year old girl when he was 18. now he is a sex offender. but i would like to say, if this wade guy was dubbed likely to offend again then why the*****is he being released?! anyone who commits a sex offense again a child or any form of rape should be maimed and kept in prison for life automatically. i dont understand why someone can go to jail for 10 years for robbing a gas station but someone like phillip garrido gets 5 years on his second rape charge. they all deserve to rot in their cells, let the other prisoners do to them what they did to their victims. why should they be protected and fed and be given beds to sleep in? let the other prisoners take care of them. if we punished them more harshly there probably wouldn't be as many

They need to update the site immediately when someone moves. There is one close to my neighborhood and I live near champion elementry school, but they have him listed in Warren and haven't updated his status since '08

DrSpankit, speaking of trolling....

I had a friend in college be slapped with the "sex offender" label by a judge because he was urinating outside a bar in a alley (public indecency) and a woman saw his thing. Didn't rape anybody, but now has to notify his local school districts/ neighborhoods whenever he moves for the rest of his life because he's a convicted sex offender.

Sex offense laws is an entirely different matter to discuss, but what I was pointing out here is that the article clearly states strong reform for violent sexual offenders, not all convicted sex offenders. There's a major differnce between peeing in an alley and ending up with a judge that wants to make an example out of you and actually raping somebody.

DrSpankit - He said "sexual offenders", not rapists. While all rapists are sex offenders, not all sex offenders are rapists.

Dr.Spankit if you solicit a hooker in ohio you are a sex offender,if you are caught peeing some where you are a sex offender they have added so many different crimes it doesn't take much to be a sex offender in ohio

I belive this article was in reference to violent sexual offenders, not all sex offenders.

Castration isn't the answer. These sick b4st4rds do this as a means of control. They will just hurt children and women another way. It is an act of violence and control. Death is the answer not castration. We also need to understand that not all those labeled sex offenders are predators. Some are labeled sex offenders for pandering, prostitution, and other none predatory behaviors. I'm not condoning these bad behaviors but there needs to be some better guidelines in labeling.

This guy should not be allowed based on the fact that he denied help in prison and is likely to offend again. Monitored or not I would not want him in my neighborhood. I was told there was a difference between an offender and a predator. I do not think it is fair to the citizens of warren, especially those who live in that area to have to be afraid for their kids because of this man. He doesn't deserve to be out of prison, why can't they send him to a state run facility who will monitor him daily.

Maybe Warren needs to worry about the sex offenders who are already breaking the law by living closer than a 1000 feet to schools, they don' enforce current laws so why put new ones on the books? Go to family watchdog . com (leave the spaces out) click on th squire with an x on them and it will show you if a sex offender lives within a 1000 feet of that school.

They should never be let out of jail. They can't be cured so they will do it again once free. Unfortunately, the death penalty is not an option now. That should be the legislation - death to any convicted sex offender period.
