Warren seeks talks on police

WARREN - A resolution asking the mayor and safety-service director to begin discussions with Trumbull County on how to share police and save money is on Wednesday's City Council agenda.
The resolution, outlining the need for council to ''take all necessary steps to provide the highest level of service to Warren residents through all means,'' requests that city administrators pursue with the Trumbull sheriff and commissioners ways to merge services.
Among them are things like ''joint purchases of safety-related unique equipment, vehicles and fuel; joint dispatching and emergency call response; joint staffing and command; and joint investigations.''
The resolution is sponsored by Council members Dan Crouse, Andrew Barkley, Al Novak, Helen Rucker and Marti Morn, but their five votes alone are not enough to pass the measure. Council President Robert Marchese has indicated, though, that he also supports the idea.
Unable to attend council meetings since breaking his leg after a fall at home in late April, Marchese said he would find a way to be at Wednesday's meeting if he's needed to break a tie.
''Whether it's this piece of legislation or something else, it's my function to be a tie-breaker, and I would use a wheelchair if needed even if that is not in the best interest of my recovery,'' Marchese said.
Rucker, D-at-large, said the purpose of the legislation is to begin talks about joint ventures with the county, particularly with purchasing efforts.
"I talked to the county. They are having financial difficulties, too," she said.
Warren laid off 20 police officers Jan. 1 to trim a $3.2 million general fund budget shortfall. Five more are slated for layoff Sunday to trim an additional $1.5 million shortfall caused by lagging income tax revenue.
Barkley, D-3rd Ward, said the resolution is not a call to disband the police department, but a request to consider sharing services with the county.
"We can't answer the question without studying it," Barkley said.
But Councilman Bob Dean, D-at-large, whose name does not appear among the five co-sponsors, was critical of the resolution.
"The sponsors of this resolution did not do their homework. They don't have any idea how a police department is run or what it takes to patrol this community. There are career law enforcement individuals who can provide insight, such as Capt. (Tim) Bowers, but they were never asked," Dean said.
Dean said Mayor Michael O'Brien and Safety-Service Director William ''Doug'' Franklin already are working on joint agreements with the county, and Warren has had a mutual aid agreement with the county for many years.
Warren police Lt. Joseph Marhulik said he is not opposed to regionalization, but thinks council should look at all the city departments where there is duplication - not just the police department.
"Let's also look at operations, the health department, engineering, the dog warden," he said.
Sheriff Thomas Altiere said some shared services already exist with his department and Warren police, but more sharing agreements are being pursued, including the possibility of ammunition purchases and joint training.
Tony Paglia, vice president for government affairs for the Regional Chamber, said the chamber supports regionalization and would eventually like to see a Metro police force in Trumbull County.
''A metro force is more of a long-range effort, but we can look at small things like establishing a uniform reporting system and radio system so that all the departments can talk to each other. I told all sides we would be willing to help facilitate this process," Paglia said.
Franklin said the county and city do have an ongoing communication on a number of issues, but he thinks it's important for both entities to continue exploring avenues where shared agreements would be more efficient and save taxpayers' money.
"The average taxpayer is laid off or had their pay cut, and it's going to continue to get worse. If we don't voluntarily look at regionalization now, we will be forced into it in five years," Marchese said.

I have no idea if all of the National Guard units are still overseas. I hear there could be 8 more layoffs in the police dept. Look out Warren. Its going to be a free for all. Its just not going to be safe at all in Warren. I say bring in the National Guard. A friend of mine said its up to the mayor or the govenor. It seems like the only option. What else is there?

How about the National Guard be brought in? I doubt it would cost the city a dime plus i do believe the drug dealers & criminals would think twice about committing a crime. With four more police laid off & the narcotics unit gone, its going to be a field day in good old Warren for the drug dealers & criminals. Or is bringing in the National Guard not an option?

It's simple the police budget is about 10 million, pay the county 6 million to patrol the city. Thus allowing them to hire 40-50 officers from Warren, thus eliminating the Dept. and all the officers in Warren now making $60,000 and above!

This is a great idea. If the city doesn't have the money to police itself they mergers need to happen. The idea that all these departments are needed and all the taxes that are forced upon us are not enough to keep all the departments funded is getting to be old news when nothing is done to change it.

A homeowner in Warren pays property taxes to the county which supports the Sheriff's Dept. A resident and home owner in Warren pays county sales tax to the county to support the Sheriff's dept. A working Warren home owner pays City income tax which supports the Warren Police Dept. We passed an additional levy in Warren to support the Police and Fire Depts. We pay federal income tax which support the DEA and FBI in our communities (by region) We pay state income tax which supports the Highway Patrol in our communities (by region) This is true for every homeowner and tax payer of each and every City, Township and Village in Trumbull County. We pay multiple taxes to duplicate overlapping Law enforcement services. Lawrence County has a County wide Police Force as do other regions of the Country. The undeniable Net Gain to the Taxpayer is better service at greatly reduced taxes to the overtaxed American Taxpayer.

Independant, I agree with you on the health dept. issue, why hasn't it been combined? The county said it would even take its employees, I also agree with regionalization, We are in an economy that is bring permanent changes and we need to get the cities cost in line with these changes or we will be paying a 10% income tax.

Regionalization is the future and best use of My tax dollars. Council has forgotten the County's offer to merge Health Dept's, why not address this issue before tackling something as complicated as Law Enforcement services? Council should revisit the Health Dept issue. As for Mr. Dean, forgive him, he has a tough election this year. He is used to running unopposed as is Mrs. Rucker, they are scrambling to find that one issue they can campaign on all summer long and then go back to being ineffective. Warren City Council will pass this resolution as they do with their unenforced ordances and let it die in committee or table it. We Need members of Council who can follow through, complete a thought and bring it to realtiy.

Actually, Handla, we get shot at quite often. Our concern is what about the financial stability of the county itself in a year or two? What about seniority if we blend departments? What about command staff? Uniforms, cruiser designs, patrol areas? Do you want a deputy who works in Farmington or Vernon to go patrol the Federle's?? Yes, if done properly, regionalization works, quite well. But when do the leaders of this area do anything well? Knowing Warren, they'll want to PAY for a study to be done on this, as always, and then do nothing with it anyway. They can't sit down and have roundtable discussions to sift through issues like these.

All: It will work, other communities (such as Fairfax County VA) have had County wide police services for years. Regionalization does away with duplicate administrations for each department, quicker and better communications and sharing of info., higher level of technology, allows the department to qualify for more grants (fed and state) Alls this saves $$ and puts more officers on the streets. Regionalization is the way of the future (the days of each community trying to keep their own identity through local fire, police, and schools is over). Keeping your money in your wallets and providing for better services! I don't understand, what is the grumbling and narrow mindness all about?!?!?

Just another dumb idea from O'B & Council. It won't work. Warren needs it's own independent police department. The sheriff deals with different issues like chicken thiefs then the WPD do. How will all this funded is the biggest question? We can't afford to pay more in taxes to either the county or the city. Warren is going rough times and generating stupid ideas because all the income tax generated by the various manufacturing businesses is gone. Time to layoff off your friends and family O'B & Council.

This is a good idea, but it is not feasible. The Sheriff Department, even with the joint effort of the WPD will not be able to cover the territory. They would basically be restricted to Warren due to the fact that they will not be able to cover the Northern section of Trumbull County. Its an idea that needs to be improved upon. Until such time as it is, I cannot support this. Lets get our own back to work.

Yeah but it means the Sheriff will be in charge, seems like a workable solution and undoubtably save lots of monies, now we just need attention of the criminals too see what is going to happen too the streets if we regionalise, this idea has been talked about for years, I for one would like too see it happen.
