Ok, so ODNR, has regultory authority of wells, does that mean all other laws are superseded? No way.

"In 2004, the Ohio General Assembly gave the state Department of Natural Resources "sole and exclusive authority to regulate the permitting, location and spacing of oil and gas wells.""

It doesn't take a professional wordsmith to discern what "sole and exclusive" means, so there is hope that even these supreme court judges can understand that these municipalities have no business trying to shakedown the drilling companies for fees and permits.

The drilling, truck traffic and other complaints are temporary. Why so much complaint? Even the esthetics aren't that bad once everything is up and running. I'm not a big fan of the fracking thing, but these complaints aren't the real problem. It is more just opposition to the process. Air your true complaints and you may get what you want.
