Do you want to stop this crap? Start going after the people that own the car he is driving. If he owns it, go after the people who sold it to him. Make it illegal to see a car to anyone without a drivers license, then hold the people selling the cars accountable when he drives drunk. Everything else has not worked, if we toss him in jail we will simply feed him and provide him free healthcare for a short sentence. The current solutions are not working, time to look at different options.

If help was offered to him, in the way of alcohol and drug abuse counseling, and he either refused it, or accepted it but still chooses to abuse, he should be severely, severely punished, in my opinion. His ONLY defense is that he has an addiction that he cannot conquer, despite years of trying, IF that is the case.
