Katrina, loosing a pet is a sad thing. However, it isn't the road departments job to go take an animal off the road because it bothers you. Encase you haven't been keeping up, municipalities are short on cash and manpower.

So sorry for the loss of your cat. I saw my dog get hit by a car when I was only 10 yrs. old and I scooped her in my arms and took her home crying my eyes out. I don't know how you were able to leave her laying on the side of the road. The poor thing. The cats removal was your responsibility not the tax payers.

The road dept. is too busy spying on each other to do their real jobs.

Katrina First, sorry for your loss. Cats are great pets. As I write this my cat is by my side as she always is. However, Don't be too hard on the road dept. They have a lot on their agenda and they might or might not have came out. The point is, They had no obligation to do so and only would have done so out of their kindness to you. With this said I wish you the best and in time I hope you heal from your loss.
