WARREN - The $2.6 million Franklin Street Parking deck has not earned a profit in the last five years, according to its operator. It's a trend officials are looking to buck....

This goes back to the businessman wannabe's who were in control at the time. If a decision was made like this in the private sector, they would have been fired for even suggesting it.

It's is one of the worst business decisions the city has ever made. But when you have people in charge who don't have to worry about making a bad decision or losing their job, this is what you get.

No accountability.

P.s. go back and read the articles from this time period. There were people who knew this was going to happen and said it on record. And then read the responses by the mayor and those in charge. Laughable if it wasn't so sad.

And then you will know how incompetent they were/are.

Leave decisions like this to those who know how to make a profit.

The parking deck is a great idea with a bad location. If we had a shuttle during the winter months taking people to and from the deck it would be more viable and/or a covered walkway down David Grohl Alley (which would preserve the art better too)that would allow patrons of the deck to get from North Park and back and avoid inclement weather. Also, reduce the parking rate to $20/month and it will fill up quickly. Those of you that don't come in to downtown have no idea how busy it is during the day so stop cracking on Warren. Daniel how many empty driveways and parking lots do you see in downtown? I can tell you not many!! Warren will once again be prosperous. If downtown Youngstown can come back so can Warren!!! I am sick and tired of people putting Warren down if you don't like it get out if you already haven't!!! There are many of us citizens trying to make a difference and eventually you will eat your negative words. You can take that to the bank homey!!!!!

The two hour parking limit is plain stupid. It interferes with the merchants and their customers. The parking decks location makes it unusable. Put in parking meters and help the downtown survive.

Warren has no need for a parking deck, who didn't already realize that? There is not enough going on downtown, not enough business during the day. For the few things going on parking is adequate and those employed in the area can park in the bank or Juvenile Court lots. It was a poorly conceived idea...
