Attendance numbers are determined based on one week during the fall not long after student return to school from summer break. My guess is the districts that are in question is the poorer districts. Why not just wait until the end of each year, take the day the district had the most students and based their funding off of that number. These numbers are recorded everyday during the school year. If the the district gets caught with numbers that don't add up to names during audits, BAM, punishment should be impeded. But the argument of performance has nothing to do with attendance.

Unfortunately, this is a common practice through-out the entire United States. WHENEVER the government bases standards by numbers it ALWAYS results in cheating - including teachers.
