TJX receives Army Corps certification

LORDSTOWN — The U.S. Army Corps of Engineers issued a water quality certification Friday to TJX Companies Inc. for its proposed HomeGoods distribution center in Lordstown, according to state Sen. Sean J. O’Brien, D-Bazetta.

“Step by step, we have made important and efficient progress toward the opening of TJX HomeGoods and an anticipated 1,000 new jobs. With approval from the U.S. Army Corps of Engineers, one less barrier remains in our way and we’re very close to breaking ground on this project,” a release on O’Brien’s website states.

This action was the final approval needed before the project groundbreaking, which is expected in early April, O’Brien said.

Earlier this week, the Ohio EPA also issued a water quality certification for the proposed 1.2 million-square-foot building, parking lots, stormwater detention pond and driveways on Ellsworth Bailey Road.

The Ohio EPA certification is necessary for the company’s application to the Army Corps of Engineers for permission to discharge dredged or fill material from construction into streams and wetlands.

The Army Corps weighs the proposed impacts to streams and wetlands when making its determination.

In addition this week, the Western Reserve Port Authority OK’d entry for TJX into a capital lease program through the port authority’s economic development arm, which will let about $50 million of the $100 million to build the facility be exempt from sales tax, a savings of roughly $3 million.
