WHAT: City council meeting Wednesday

Council:

• Approved third reading of ordinance establishing an income-tax incentive program for businesses expanding both inside and outside of downtown. Mientkiewicz said the income tax break will depend on the number of jobs created and the size of payroll;

• Approved a resolution authorizing a contract with Youngstown State University for GIS mapping and scanning of the city’s infrastructure. Mientkiewicz said the $6,562 six-month contract is expected to save taxpayers $40,000;

• Approved a resolution authorizing advertising bid specifications for the city’s street resurfacing program. The $700,000 project will be split with $400,000 local funds and $300,000 in state and federal grants. Mientkiewicz said the local match was raised by the city’s $5 license plate fee. MS Consultants Inc. of Youngstown was hired to be the consultant for the project and will be paid $13,859. The 15 streets to be resurfaced include: Belmont Avenue (Robbins to Mason and from Thomas to the bridge); Henry Street (Belmont to Mahoning); Clinton Street (Cedar to Washington); Niles-Vienna Road (U.S. Route 422 to Nob Hill), Taft Street (North Rhodes to Roosevelt); Lantern Lane (Niles Vienna Road to Pepperwood); Brentwood (Andrea Boulevard to Kennedy Park); Morningside (North Road to Trumbull Drive); Emmet Street (North Road to City Limits); Washington (state Route 46 to Frederick); Lakeview (North Road to Trumbull Drive); West Street (East Federal to George Street); Church Street (State Street to Main Street); Brown Street (Third Street to First Street); Shaker Boulevard (U.S. Route 422 to Mines Road) and the federally funded project of Belmont Avenue from Mason to Thomas Street;

• Approved preliminary legislation for the resurfacing of state Route 169 from Robbins Avenue from South Cleveland Avenue to the city limits at McKinley Lanes;

• Heard from housing and zoning inspector Jeffery Crowley Sr., who said two homes were demolished in the last week on Federal Street and East Park Avenue. Another one at 825 Warren Ave. is to be demolished in a few days, with eight to 10 more set for demolition in the spring, Crowley said.
