Warren to obtain new sidewalks

Traffic signal evaluation to begin

WARREN — Two sidewalk projects and a traffic signal evaluation will begin this year and primarily will be paid for with federal and state dollars.

In the first project, there will be new curbs, sidewalks and drive approach for the full length of Harmon Avenue. Pedestrian enhancement lights will be placed at Trumbull County’s administration building entrances off Harmon Avenue and High Street.

Estimated cost of the project is $400,000. Federal Transportation Alternative Program funds will provide $320,000 of the cost. The city will provide the remaining 20 percent of the project’s cost, about $80,000, through it general fund or its Community Development Block funds.

The city will spend about $40,000 in local funds to resurface Harmon Avenue when the sidewalks are being reconstructed.

The second project will involve a Safe Route to School grant that will improve sidewalks and curb ramps throughout the Warren City School District.

Assessments of sidewalks have been made on Fifth Street, between Tod and Highland avenues; on Milton Street SE, between Niles Road and Central Parkway Avenue; on Tod Avenue, between Englesson Drive NW and Dustan Drive NW; and on Atlantic Avenue, between Elm Road and Fairway Drive. Repairs will be done on an as-needed basis.

The federal Safe Routes to School program will pay the entire $400,000 needed for the project. Construction is expected to take place in 2020.

A traffic signal evaluation and upgrade project will consist of traffic counts and signal examination for the city’s 61 intersections with lights around the city. During the project, it will be determined if some signal lights should be removed.

The $1.6 million project is expected to be paid for with Congestion Mitigation and Air Quality Improvement (CMAQ) funds. The city will hire a consulting firm to do the signal assessments and design work for the project.

Funds for the construction will be available for 2021.
