Police search for escapees from NEOCAP facility

WARREN — City police were searching late Sunday for two inmates who escaped the Northeast Ohio Community Alternative Program (NEOCAP) facility in southeast Warren.

A Trumbull County 911 report states police are looking for Joshua Keenan, 25, of Garrettsville, and Tyler Bianca, 23, of Shelby, after the two escaped the center around 5:30 p.m. Sunday. The report states both men jumped the fence of the center and took off running through the woods near Pine Avenue and South Street SE. Police believe both males have ties to Ravenna.

Bianca was wearing a red camo hoodie and Keenan was wearing a black zip-up jacket. Arrest warrants were issued for both men, the report states.

Portage County court records show tht Keenan is a Tier 1 sexual offender with a 2012 sexual imposition conviction. Records show Keenan was sent to NEOCAP in February by Portage County Common Pleas Judge Becky Doherty after being convicted of a receiving stolen property charge. He still faces a failure to register as sex offender charge in Portage County.

Portage County court records show Bianca was sent to NEOCAP last month after his probation on a drug possession conviction was revoked by Judge Laurie Pittman.

Anyone with information about the men’s whereabouts is asked to call Warren Police Department.

NEOCAP is an alternative sentencing facility that judges use as a last chance before sending a convicted defendant to prison.
