Mom faces charges after kids found in street
WARREN — A Warren mother was arraigned Tuesday afternoon on child endangering charges after her three children were found walking alone Monday morning in the middle of Garden Street NW, according to a city police report.
Kisha M. Radcliff, 27, 1041 Hartman Ave. NW, pleaded not guilty before Warren Municipal Judge Thomas Gysegem to the three first-degree misdemeanors. Gysegem set Radcliff’s bond at $3,500 and ordered the woman to have no contact with her children unless approved by Trumbull County Children Services.
Trumbull County Jail records show Radcliff was still in custody as of Tuesday evening.
According to a police report, officers were called shortly before noon Monday to investigate three children, ages 8, 4 and 2, walking down the street with no adult supervision.
A woman told police she was on her way home when she encountered three children walking in the middle of Garden Street NW pushing a stroller. The woman stopped and found the children to be OK but said they could not tell her where they lived. The woman took the children back to her apartment and called police, the report states.
Officers spoke with the 8 year-old girl, who said her mother was at her house sleeping, and her younger brothers, ages 4 and 2, had walked out into the street, so the girl followed them. The girl told officers her father’s name, the report states, but added he was working. Police were able to locate an address on Hartman Avenue NW, a short distance away from where the children were found. The report states all the children were wearing hats and coats.
At the Hartman Avenue home, the report states, officers questioned the mother, who had to be awakened. The mother told police she thought her children were downstairs sleeping, the report states.
After contacting Trumbull County Children Services, the children were left with a neighbor, and the woman, who is four months pregnant, was taken into custody, the report states.
