Three county projects to bring sewers, Bazetta waterline

WARREN — Trumbull County commissioners on Wednesday signed off on three major sewer and water projects in Vienna, Liberty and Bazetta.

Gary E. Newbrough of the Sanitary Engineer’s Office was named project manager of all three jobs that total about $5.35 million.

Commissioners authorized funding mechanisms and contract work to begin on an $879,171 sanitary sewer line in the Swift Drive neighborhood of Vienna. The funding plan for this project that would affect about 25 households includes a $560,000 Ohio Public Works grant and interest-free Ohio EPA loan totaling about $280,000.

“This would be a tributary of the main Squaw Creek Sanitary sewer in two neighborhoods off Warren-Sharon Road,” Newbrough said, adding that assessments to each property owner would be “affordable.”

Newbrough also would be the project manager for the $2.85 million Belmont Park Sanitary Sewer improvement project, which will be funded by $1 million in grants from the Ohio Public Works Commission and the Appalachia Regional Commission.

“This project will include 125 connections that are mandated by a consent decree,” Newbrough said in referring to the neighborhood just west of Belmont Avenue that used to be known as “Dogpatch.”

Plus, the line will be extended westward on Tibbetts Wick to handle the new senior complex being built by Shepherd of the Valley, he said.

The third project being managed by Newbrough will bring waterline improvements to Bazetta businesses along Elm Road.

“This was a difficult project because there was lots of area on the west side of Elm Road that can’t be assessed because of the railroad right of way,” Newbrough said. “We needed some grant funding to make this a little more affordable to residents.”

Newbrough said the $1.62 million project will improve water delivery from Timberline Road north to the Trumbull Engineer’s property near the Cortland city limits.

Newbrough said the Liberty project will be ahead of the two others  on the timetable because of grant availability.

“The Vienna and Bazetta projects are on the bubble for 2018 funding,” Newbrough said.

Commissioner Frank Fuda lauded Newbrough’s work in securing funding and making the projects a reality.

“You have done a lot of good work on projects that some people said were impossible to get done,” Fuda said about Newbrough’s efforts.

The board also signed off on a major infrastructure project planned for the Golden Triangle industrial area of Howland.  The Dietz Road reconstruction would cost about $900,000 and include widening and resurfacing the roadway and installing waterline, storm sewer upgrades, including one large cross-culvert, and street lighting upgrades, according to Engineer Randy Smith.

The project financial package would include $100,000 in Community Development Block Grants and $621,000 in Ohio Public Works Commission grants.
