Scott Gray of Meadville, Pa., working for Kirila Contractors of Brookfield, stands on top of a vault that houses a 1930 waterline valve on state Route 46 in Weathersfield. The waterline feeds the city of Niles. The work is part of a $6.6 million project by the Mahoning Valley Sanitary District to replace isolation valves in Youngstown and Niles that began in October. MVSD is paying for the project with funds collected in its rate structure and has been planning the project for years as an operational maintenance project, according to MVSD chief engineer Tom Holloway.
