Report: County worker should be disciplined
WARREN – A Trumbull County Sanitary Engineer’s Office worker accused of violating the county’s GPS policy and talking on her cell phone for nearly two hours during one of her work shifts should be punished for the misconduct, a disciplinary report released Friday states.
The report doesn’t say what type of discipline technician Lisa Walker should receive, but Jim Keating, the county’s director of Human Resources, said commissioners will be asked to terminate Walker’s employment.
She’s already been suspended indefinitely without pay.
Michael Robinson, president of American Federation of State, County and Municipal Employees Local 2493, said he had not seen the report and declined to comment.
The report from a June 21 disciplinary hearing states that testimony given that day is ”sufficient” to show Walker, who’s been with the office for 18 years, acted wrongly and should be disciplined.
She was accused of using her county-owned work vehicle to leave her work area and travel to Brookfield for a take-out lunch on June 5. Records show she left for lunch at 11:17 a.m., drove to Brookfield, proceeded to the office in Vienna to eat and then returned to work at 12:56 p.m., which is 1 hour and 39 minutes.
The county’s GPS policy states that employees leaving the work area may not travel farther than the nearest restaurant outside the work area.
Walker also was accused of talking on her personal cell phone for 111 minutes during one of her shifts.
According to the report, there was testimony that Walker regularly traveled to Brookfield for lunch because she thought it was OK and that a hands-free device let her talk on her cell phone and work simultaneously.
Walker has had previous disciplinary issues. She was suspended for five days in April for insubordination and three days in January 2012 for attendance issues. However, that suspension was rescinded in grievance mediation. She’s also received written and verbal warnings for attendance and violating the vehicle use policy.
She earns $19.32 an hour.
